Downtown Salem has dates on it. The city allows no new construction activity that blocks a street, blocks parking, or closes a sidewalk inside the Downtown Parking District from the Monday before Thanksgiving through January 2. In 2026, that Monday falls on November 23, so the curb is closed to that kind of work for about six weeks.

An office move in Salem waits on the new suite: a wall coming down, a data closet, flooring, a lobby door widened so furniture can pass through it. When that work needs street space, the city decides which months it can happen, and the move date follows. That is the one part of a downtown office move nobody can reschedule on the day.

Two answers settle whether it touches you: whether the new address falls inside the district, and whether the work left in the suite can be served from inside the building. A build-out that runs through a dock or a freight elevator asks the city for nothing.

Desks, Workstations and the Line at the Data Closet

Once a suite is ready for furniture, the labeling carries the job. Desks and workstations are mapped and numbered to rooms in the new office, so every piece has a room written against it before the truck is loaded. Sit-stand desks come apart and go back together, and so do conference tables that would never turn a corner whole.

Equipment moves with us. The disconnect and the reconnect belong to your IT team at both ends, a line worth drawing early, because an office that assumes it is ours finds the boxes in the right rooms and nothing plugged in. Packing is ours when you want it, at $56.40 per hour per packer.

Larger offices get a free walk-through with Patrick before the job is priced, and on a downtown suite that visit does two jobs at once: it reads the door the furniture leaves by, and it reads what is left to finish at the other end against the months the city keeps the curb open.

What the City Closes, and When

The winter window, in the city's own words

The rule sits on the page where Salem issues its construction parking permits, and it is one sentence: all new construction activities that will block streets, block parking, or close sidewalks within the Downtown Parking District will not be allowed from the Monday before Thanksgiving through January 2. That is six weeks of every year, sitting over the stretch of the calendar when leases turn over.

Two things follow. The first is a cutoff: curb work on a downtown build-out either finishes before that Monday in November or starts again on January 2. The second is a queue, because every project that misses the cutoff restarts in the same first week of January, so a suite that looked six weeks from ready in mid-November is further away than that when the window lifts. A date inside the window is still a date we can work; whether the space is finished for it is the open question.

Where the district starts and stops

The boundary lives in the city code, not on a sign: Marion Street NE on the north, Trade Street SE on the south, the east bank of the Willamette on the west, and Church and High streets on the east, with one platted block written out of it. An office off Lancaster Drive or across the river in West Salem sits well outside, and the winter window belongs to somebody else.

Notice sits in front of the date as well

Outside those six weeks, the city still wants warning. Closing a lane, a sidewalk, or an on-street space in Salem requires a right-of-way permit under SRC 77.090, and the city's own note states that a minimum of five full business days is required prior to the planned closure, with a two-week notice on a collector or arterial street. The City Traffic Engineer can modify the traffic control plan that comes with it, or refuse it, which is the difference between a curb that is approved and a curb that was assumed.

Set that against our own clock. Butterfield Moving is a licensed family company based in Hillsboro, about an hour from the city, and the earliest Salem date we can offer is the next day. A closed lane cannot be legal that fast. Where a job needs the street itself, the street keeps the slower calendar, and the slower one picks the date.

Two downtown zones, two closing times

Inside the Downtown Parking District, on-street parking is paid Monday through Saturday from 8 AM to 8 PM and is free on Sundays, legal holidays, before 8 AM, and after 8 PM. The Capitol Mall area keeps the same pattern and stops at 6 PM. Meters run $1.50 an hour, and the time limit on a given block is posted on the signs there.

Lay those hours across the Salem card, and the dates stop looking alike. A weekday block sits inside paid hours in both zones. An evening block that starts at 5 PM pays the district until 8 and nothing after, while the same block beside the Capitol Mall is already past enforcement at 6. A Sunday pays nothing anywhere, and so does a legal holiday, which is how the quietest curb of the year lands on the two columns of the card that carry five-hour minimums.

The parkades hold your staff, and the truck works from the street

Clearances in the downtown parkades run from 6 feet 6 inches at Chemeketa to 8 feet 6 inches at Marion Square, which is why a loaded truck never goes under one. Staff cars are a different matter: people who work downtown need a permit to park in the parkades, and the city lists one-day parkade parking at $5.

Salem Office Move Questions

Our new suite is outside the Downtown Parking District. Does the winter window matter?

The rule is written for the district, so outside it, the November-to-January closure leaves you on your own. What replaces it are the building's own answers: the lot, the dock, the hours the manager sets, and whether the suite will be finished on time.

The build-out is running late, and the old lease is almost up. What happens to our date?

It moves, and moving it costs nothing. We do not require deposits, and rescheduling is free with one to two weeks' notice. A move that has to land in two places comes on one bill, with both stops sharing one minimum on the same day.

Is a Sunday or a holiday a good day for a downtown move?

The curb is at its quietest then, since on-street parking is free on Sundays and legal holidays, and the card prints both of those columns on a five-hour minimum. Name the date on the call, and we will tell you which column it lands in. The city's holiday list and our rate calendar are two different lists.

We are moving between floors of the same Salem building. Does any of this apply?

The dates do, because work in the new suite is still work in the new suite. Both suite numbers belong on the estimate, since the elevator ride between them is the carry.

How a Salem Office Move Gets Planned

01

The first call

Patrick asks for both addresses, the floor each suite is on, where a truck can stand at either end, and what is still being built in the space you are moving into. That last answer is the one that moves dates.

02

The walk-through on a larger office

He measures the things a floor plan skips: the door the furniture leaves by, the distance from it to the truck, the turn at the top of the stairwell. On a downtown address, he checks the new suite against the city calendar as well.

03

Mapping and labeling

Desks and workstations get numbered to rooms in the new suite, and the sit-stand desks and the conference table are listed as pieces that come apart. Your IT team schedules its own disconnect around the load.

04

The load

The crew pads the path and works the window you picked. Each piece goes into the room it was listed for, and the lead walks the job with you before the truck leaves.

One job, one window, one minimum: we do not break an office across two visits. The drive time from our Hillsboro yard is included in the hours at the same hourly rate as the crew, and it is never a separate line on the estimate. The Salem card carries no capital-city surcharge.

The two minimums are two different tools. Two hours on a weekday is the smallest block the Salem card writes. Five hours on a Saturday is the largest, and all five are billed whether the suite takes five or three.

Patrick's First Question Is About the Other End

A Salem office move is settled on the phone weeks before anyone touches a desk. Patrick asks where the new suite is and what remains to be finished in it, and those two answers tell him which months the city leaves the curb open to you. The rest is furniture, labels, and an hourly card. Phones are answered 7 AM to 10 PM, every day, and a message left outside those hours gets returned.
