Moving a business out of or into downtown Milwaukie can involve a piece of paperwork that is easy to miss: the city's right-of-way permit, required when a moving truck will occupy an on-street space longer than the posted limit. Right behind it come two parking questions about your own people. Where do the staff who drive in to help put their cars for the whole day? And what happens to the monthly or quarterly parking permits your employees already hold?

We put those in order before we talk about furniture, because a permit review takes time and the date can depend on it.

The Milwaukie Parking Rules That Shape an Office Move

The permit that reserves the curb

A contractor, moving truck, or storage container that needs an on-street space goes through a Right-of-way permit process, with the "Use" box checked on the form. The permit is required when on-street loading, storage, or moving will "go beyond the allowable posted time limit." Parking variances now run through the same right-of-way system, "processed through the Engineering department," and the city asks that the application and its supporting documents be submitted online at buildingpermits.oregon.gov.

One form covers several jobs. Its permit types run from construction and encroachment to intersection painting and parklets, which is why the "Use" box matters: that box is what turns a general right-of-way form into a reservation of one curb space on one day. Check it, and describe the work in the plainest terms the form will take.

The 2026 application is short. It asks for the site address, a project name, a description of the work, the property owner, and the applicant. For a move, the description can be as simple as one on-street space for a moving truck on a stated date. A traffic control plan is required for any work that will "obstruct the normal flow of vehicular or pedestrian traffic," and one travel lane must remain open at all times unless that plan says otherwise. On a narrow downtown street, where a parked truck and a line of dollies could crowd the lane, ask Engineering when you apply whether your move needs a plan.

What that means for an office: the permit belongs in the plan the week you sign the lease, because the city's right-of-way application asks you to "allow 2 weeks for permit review time." The permit dates and the moving date go on one calendar together, and the IT technician and the furniture delivery wait behind the permit and not in front of it.

We settle on the first call who applies, because the form wants one name: your office, your landlord or another party. It has a line for the applicant's insurance policy number, and if the landlord or the city also wants the mover's coverage on file, we send a certificate of insurance, usually within the hour. The filing goes in before anybody promises staff a date. Where the two-week review could land past your lease date, we take the later weekend while it is still a choice and not a scramble.

If a building has a lot or a loading area of its own at either end, or the loading fits inside the posted limit, the permit question may not come up at that address at all. That is worth establishing early, because it decides whether this whole page applies to one end of your move or to both.

The block rule and your staff's cars

Downtown Milwaukie has a Block Rule: "Parking more than once in the same block is prohibited by the Milwaukie Municipal Code." A block covers "all four sides or streets surrounding or encompassing a plot of land, including any adjacent street across from the block originally parked in," and a violation carries a $40 fine. The rule is meant to keep downtown spaces open for customers of downtown businesses.

What that means for move-day helpers is narrower than it first sounds. The rule stops a car from being re-parked in the block it started in when its time runs out, and the quoted definition of a block covers the far side of the street too, so what looks like a different block may not be one. Read it against your own address before counting on a space nearby. Before the date is set, we go through the staff cars coming in with you and find each one a place it can hold until the job is done: a lot space, a permit space, or a space far enough out that nobody has to touch it again. Where that list runs longer than the places we can count on, we say so on the call, and the usual answers are a shared ride in or a shorter helper list. A car that shuffled to a fresh space on the same block at lunchtime is exactly what the Block Rule is written against.

The city's own parking page adds a caution and a prohibition. Staff with a downtown permit have an extra option, though the roughly 176 off-street and 50 on-street "or by permit" spaces are shared with timed parking, so a permit does not promise an open space. And the page is direct about commuters: they "should use designated park-and-ride lots," and "it is illegal to use on-street spaces in the downtown area to park-and-ride." We read the city's 2026 downtown parking map with you for the permit lots nearest each suite before any spots get handed out.

Employee parking permits in the month you move

Downtown parking permits are sold "to downtown Milwaukie employees only," at $100 for one month or $150 for a quarter. What follows depends on which way your office is going.

  • Moving out of downtown: permits go to people who work downtown, so staff whose office is leaving may no longer qualify. The expiry dates are worth having in front of you on the call, so nobody renews a quarter for an office that will be gone after the first few weeks of it, and the two prices are worth weighing against the dates before anything is bought: a $150 quarterly permit can outlive the address, while three months bought one month at a time comes to $300.
  • Moving into downtown: staff who will drive need permits lined up for the first day in the new suite, ordered through the city's permit site. We flag those alongside the furniture delivery, because a permit that arrives late means a week of the Block Rule for every driver. A replacement pass costs $7 if one goes missing in the shuffle.

Office crew and truck: Monday–Saturday, 7 AM–7 PM

  • 2 movers + truck: $150.35 per hour · 3 movers + truck: $206.75 per hour · 4 movers + truck: $263.15 per hour
  • 3-hour minimum · $56.40 per hour for each additional mover or packer
  • Evenings after 7 PM Mon–Sat, and Sundays (3-hour minimum): $195.20 / $273.40 / $351.60 per hour
  • Holiday rate (3-hour minimum): $230.50 / $325.50 / $420.50 per hour

Butterfield Moving is a licensed family company based in Hillsboro. The drive from that yard is part of the hours, billed at the same hourly rate as the crew. Any city permit fee is separate from our bill, and it is paid by whoever signed the application.

One scheduling note goes with the reserved space. The clock on a move runs from the yard and not from your curb, so a reserved space that is occupied when we arrive pauses nothing: the minutes spent finding another one are billed like any other minutes. That is the plain argument for having somebody from your office standing in the reserved space when the truck is due, and for giving the crew a second place to try at each address.

Downtown Milwaukie Office Move Questions

Our new building has its own parking lot. Do we still need the city permit?

The city permit covers public on-street space. If the truck can stand in a private lot, the rules there come from the property owner, so ask the landlord where a moving truck may park.

We are moving in 2028. Will the Highway 99E bridge work matter?

It might. The city expects to replace the 99E bridge over Kellogg Creek during the 2028 and 2029 construction seasons, though that schedule may change. Check the city's project page when you set the date.

Who signs the right-of-way application, us or the property owner?

The form asks for both: the property owner is named, and the applicant signs. For a tenant office, the landlord is commonly listed, and your office applies, but the building may have its own arrangement. Ask the property manager the week you sign the lease, because the answer sets who is watching the two-week review clock. The form also includes lines for a CCB number and a City or Metro business license number, since it serves contractors as well as offices. An office applying for a single moving day may hold neither, and Engineering is the place to confirm what the form needs from you.
