Tualatin has designated specific residential streets in its code as permit-only parking. Tualatin Municipal Code 8-1-252 says the City Council "establishes the following residential parking zones for the purpose of prohibiting parking on public streets except by residential permit," then lists them by name. Six of those listings are School Day Zones, covering nine named streets, and they are restricted "on scheduled school days between 8:00 a.m. and 4:00 p.m." A pack day sits in the middle of that window, and the vehicle that brings the cartons holds the curb throughout.
Our packers arrive with the cartons, the paper, and the tape. On a Tualatin permit street, the box count is the second question. The first is whether the curb outside your house is legal on the date you picked.

The Zones Tualatin Named, and the Hours They Run
What the ordinance actually lists
TMC 8-1-252 sets out two kinds of zones. The School Day Zones apply "on scheduled school days between 8:00 a.m. and 4:00 p.m." and cover the Waterford Subdivision streets of SW 94th Terrace, SW 93rd Terrace, SW Palouse Lane and SW Skokomish Lane; SW Ibach Court in Moccasin Run; parts of SW Alabama Street, SW Blackfoot Drive and SW Osage Street; and SW 96th Drive north of SW Iowa Street. The General Residential Zone applies "during all hours of every day" within the block bounded by SW Hazelbrook Road, Tualatin Road, SW 112th Avenue, and SW 115th Avenue, including SW Elmers Court, SW Roberts Court, and SW Kalispell Street, among others.
Why a pack day lands square in the middle of it
Eight in the morning to four in the afternoon is a pack day. Our crew arrives in a vehicle full of flat cartons and drives away with it empty, because the boxes stay in the house. That vehicle holds one spot for six or seven hours, where the code allows "only those vehicles displaying a valid parking permit." A load day is a truck working a curb. A pack day is a vehicle sitting at one all day.
The permit is the household's to pull, and it has dates on it
We cannot apply on your behalf. The code grants the resident a permit and requires the City Manager to "allow for the issuance of temporary permits to residents for the parking of nonresident vehicles for temporary periods upon a showing of reasonable need for such permits." The form the city publishes lists "contractor/service vehicle" among its own examples of a reason, and it makes a start date and a stop date required fields. Your pack date has to exist before the permit can. Tell us the date you have in mind, and if the curb outside your house needs a permit, we will work with you on the timing.
What the code closes off
Borrowing a hanger from the house across the street is a route the ordinance closes. TMC 8-1-252 makes it unlawful to "sell, transfer, purchase, or otherwise acquire for value any permit issued by the City of Tualatin," with a fine of "not less than $500.00." A permit is tied to one vehicle and to its holder's zone. The temporary permit covers a vehicle the household does not own, which is what a packing crew turns up in.
What the Permit Changes About a Pack Day
On the School Day Zone streets, the calendar is a lever
A School Day Zone bites only "on scheduled school days." On any other date, the restriction has nothing to stand on, which turns a summer pack day, a winter break pack day, or a district in-service day into a plain curb with no paperwork attached. The ordinance leaves the list of school days to the schools, so your own district calendar settles it.
An empty driveway can remove the question entirely
The permit terms a Tualatin resident signs say that temporary permits "are only required to be displayed if the vehicle is parked within the roadway." A driveway sits outside the roadway. Move the cars out the evening before, and the packing vehicle goes on your property, where the hanger question never arises.
The supply load has to be right the first time
A vehicle holding a permitted space is a poor candidate for a run back across town at two in the afternoon for twelve more mediums. So the counting happens on the estimate call: cabinets in the kitchen, shelves in the garage, how many closets, whether there is a china cabinet. We load to that count plus a margin.
One permit can cover the pack day and the load day
A pack day and a load day are two separate occupations of the same curb. The application asks for a start date and a stop date, so setting the range wide enough to cover both saves a second filing. An unpack at an address inside a zone is a third day at that curb.

On a Permit Street, One Item Must Not Go in a Box
The permit is city property. The form a resident signs says the "permit(s) remain the property of the City of Tualatin" and are "only valid in the designated permit parking area in which I reside," and it commits the holder to "surrender all permanent permits upon moving."
It does not travel with you
A permanent permit is tied to the zone you are leaving. A move of a few blocks inside Tualatin can land you outside it, and a move to Tigard or Sherwood certainly does. The hanger goes back to the city, and an address inside a different zone means a fresh application.
It lives on a mirror, which is why it gets missed
The terms are specific: "the permit hanger shall be placed on the rear view mirror, facing outward." That puts it in the car, and the car is the one thing nobody packs. Take it down on pack day and put it with the house keys, because the keys are the pile that gets handed over. A hanger still on a mirror at week's end has driven away with you.

Tualatin Packing Questions
Our street is on the city's permit list. Do your packers need a permit?
If the vehicle sits in the roadway during the restricted hours, yes. The code allows "only those vehicles displaying a valid parking permit" inside the zone, and a temporary permit for a contractor or service vehicle is the route the published form points to. You apply as the resident and name the dates.
Can we lend our own permit to the packing crew for the day?
No, and the swap would not solve it anyway. A permanent permit belongs to the resident it was issued to and to the zone they live in. The temporary permit is a separate form, written for a vehicle the household does not own, and the resident signs to surrender it "at the end of the agreed permit period." So the start date and the stop date you file are the dates you get.
We are packing in July. Does any of this apply to us?
On a School Day Zone street, it falls away, because that restriction runs "on scheduled school days" and July supplies none. On the General Residential Zone streets it applies all the same, because those run "during all hours of every day." Which sentence covers you depends on which list your street is in.
What if our street is in the zone that runs all hours, every day?
Then the calendar gives you nothing to work with. SW Kalispell Street east of SW 115th Avenue and west of SW 112th Avenue is one of those, restricted at all hours every day of the year. One temporary permit spanning the pack day and the load day is the plan there.
Our driveway is always full of cars. Does that change anything on pack day?
It decides whether you file anything at all. The signed terms say a temporary permit is "only required to be displayed if the vehicle is parked within the roadway." Clear the driveway the night before and the packers park on your property. Leave it full, and the vehicle is in the roadway, which is what the hanger is for.
Our address is nowhere in that ordinance. What changes for us?
Nothing here. The zones are the streets the code lists and no others, so if your address is absent, the curb outside it is an ordinary one and the pack day is planned on the rooms alone.
